EDUCATION IN BENIN: Integration of AME Teachers Confirmed
Long-awaited, the integration of Teaching Profession Aspirants (AME) is now official. Received on Friday by President Romuald Wadagni, union representatives expressed high satisfaction following a decisive meeting for Benin’s education system.
The government has reached a major milestone in upgrading the status of teachers.
To qualify for this measure, the primary requirement is having completed three consecutive contracts as an AME. Two criteria govern the process:
Phased Rollout: The 2019 batch, which accounts for over half of the total workforce, will be processed first before moving on to subsequent cohorts.
Age Limits: In line with the General Public Service Regulations (maximum 35 years for categories C/D and 40 years for categories A/B), this condition ensures at least 15 years of pension contributions required for retirement eligibility.
The government has opted for simplicity and job security:
Direct Qualification-Based Recruitment: The requirement for an evaluation test was scrapped in favor of direct recruitment based on existing qualifications and field experience.
New Employment Status (ACDPCTD): AMEs will transition to Contracted Public Agents of Decentralized Local Authorities.
This status offers several benefits:
Social Security: Immediate enrollment with the National Social Security Fund (CNSS).
Streamlined Management: Simplified joint oversight between education ministries and local authorities.
Financial Inclusion: Easier access to bank loans and financial services.
This decision was finalized during a working session with the Head of State, key government ministers (Budget/Public Service, Secondary Education, Higher Education), and AME representatives.
