PUBLIC ADMINISTRATION IN BENIN: The government officially ushers in the « paperless » era

Benin has taken a decisive step in modernizing its public services. Through a circular signed on July 24, 2026, the executive branch formalized the launch of a comprehensive reform dedicated to the complete digitization of document management and national archives.

Jointly led by the Minister Delegate for Budget and Civil Service, Rodrigue S. Chaou, and the Ministry of Digital Transformation and Innovation, this initiative embodies the vision of the government led by Romuald Wadagni: to build a modern, streamlined, and eco-responsible administration.

A transformation structured around four priorities:

Accelerating the processing of files and providing instant access to administrative data.

Drastically reducing expenses for printing, supplies, and physical storage.

Simplifying administrative procedures and directly saving time for users.

Significant reduction in the state’s carbon footprint and paper consumption.

Specifically, all ministries and public departments are beginning their transition to highly secure digital archives. By gradually relegating filing cabinets to the past, Benin is reaffirming its ambitions as a regional leader in digital governance.
