PUBLIC FINANCE: Benin Generalizes Electronic Payment for Mission Allowances
Through Circular No. 0264 issued on September 25, 2026, the Ministry of Economy and Finance officializes the shift to paperless payments across all public administrations.
Signed by Rodrigue Chaou, Minister Delegate in charge of Budget and Public Service, this measure marks a decisive turning point in the modernization of state financial management.
Managed by the National Control Directorate (DNC), the initial phase of the Official Mission Framework System (SEMO 1) focused on streamlining procedures. It strengthened budgetary transparency by eliminating schedule overlaps and identifying ghost workers.
With the launch of the SEMO 2 phase, the Ministry is taking a major step forward. Thanks to the deployment of new technical modules, operational conditions are now in place to make electronic payment of mission allowances effective nationwide.
To firmly establish this momentum of rigor, the administration plans to soon integrate an enhanced traceability feature: mission validation via geolocation. This complementary tool is designed to certify the actual presence of personnel in the field and permanently secure the use of public funds.
